— OVERVIEW

Program Description

The NDA Dairy Integration Program aims to establish and develop profitable coconut farms integrated with dairy enterprises. It is implemented by the National Dairy Authority (NDA) in partnership with PCA-accredited Coconut Farmers Associations (CFAs), Coconut Farmers Organizations (CFOs), Coconut Farmers Cooperatives (CFCs), and Local Government Units (LGUs).

Background

The Philippines’ domestic milk production (29,099.91 MT in 2023) falls far short of its annual requirement, with the country importing 2,901,365.20 MT of milk and milk products in 2023. Coconut farmers are also heavily dependent on copra, which faces global price pressure. The Dairy Integration Program directly addresses both gaps by diversifying farmer income through integrated coconut-dairy farming systems.

Interventions / Package of Assistance

Conditional Grant Scheme: Recipients are bound to sell the 3rd healthy female offspring to NDA at the fair price index. Dairy animals may NOT be sold to anyone within five (5) years. During the holding period, the recipient must submit production and animal-related reports to NDA.

Eligibility

Who Can Avail?

ELIGIBLE COCONUT FARMERS’ ASSOCIATIONS / ORGANIZATIONS / COOPERATIVES (CFAs/CFOs/CFCs)

A. PCA-Accredited CFA/CFO/CFC
B. CDA/DOLE/SEC Registered
C. Previous experience and good track record in implementing government programs/projects
D. Area/farm assessed as suitable for dairy activities by NDA
E. Proximity to existing milk processing plants and other dairy facilities
F. Operational history of at least five (5) years. If less than 5 years, a Big Brother Cooperative must be engaged under the CDA Koop Kapatid Program
G. Expressed willingness of members to engage in dairy farming
H. Willing to allocate funds and resources in support of NDA, if necessary

ELIGIBLE INDIVIDUAL COCONUT FARMER BENEFICIARIES

Note: Items (a) to (d) for individual farmers are evaluated by PCA Regional Offices; items (e) and (f) are evaluated by NDA.
The project adopts a clustering scheme following DA’s Farm and Fisheries Clustering and Consolidation (F2C2) or a communal scheme. Gender sensitivity and inclusiveness are ensured throughout implementation.

A. Registered in the NCFRS
B. Owns at least 0.5 to 5 hectares of coconut farm
C. Active member of a PCA-accredited CFA/CFO/CFC
D. Has available farmland for forage production and animal shelter/housing as counterpart
E. Preferably with experience in caring for and managing dairy animals
F. Willing to participate in social preparation activities and capability enhancement training

CDA/DOLE/SEC Registration Certificate
Track record/accomplishment reports of past government programs
Farm suitability assessment result (issued by NDA)
Proof of proximity to milk processing plants
Board Resolution expressing willingness to engage in dairy farming
List of farmer-members to be benefited

Where to File or Send Request

Partner CFAs/CFOs/CFCs and farmer-beneficiaries are jointly identified by PCA, NDA, and LGUs. Submit expressions of interest and documentary requirements to the nearest NDA Regional Office or PCA Regional Office in your area.
